Job Summary

The Human Resources Officer, working under the Operations Department, is responsible for delivering comprehensive HR support through effective policy implementation, recruitment management, staff welfare oversight, and strict compliance with Ugandan Labor laws and DSG’s internal procedures. This role is central to fostering a positive workplace culture and strengthening organizational effectiveness, ensuring DSG maintains the discipline and talent required to deliver the program. As Human Resources Officer working closely with the Director of Finance and Operations, you will play a critical role in ensuring discipline, talent development, and staff welfare, enabling DSG to deliver the ASTYE Uganda program with integrity, efficiency, and impact.

Key Duties and Responsibilities

Recruitment & Onboarding

Coordinate recruitment processes: job adverts, shortlisting, interviews, and reference checks.

Prepare employment contracts and manage onboarding/induction programs.

Employee relations and welfare

Serve as the first point of contact for staff concerns, grievances, and disciplinary matters.

Promote staff welfare programs, including health insurance, wellness, and safety initiatives.

Performance Management

Support managers in setting KPIs and conducting appraisals.

Track performance reviews and recommend training or development interventions.

Operations Support

Contribute to process improvement initiatives within Finance and Operations to enhance efficiency and compliance.

Payroll & Benefits Administration

Liaise with Finance to ensure accurate payroll processing, statutory deductions, and benefits administration.

Maintain records of leave, allowances, and staff entitlements.

HR Records & Reporting

Maintain accurate HR files, contracts, and HRIS databases.

Prepare periodic HR reports for management and donors.

Compliance & Policy Implementation

Ensure adherence to Ugandan labor laws and DSG HR policies.

Update HR manuals and templates in line with organizational and legal changes

Qualifications, Skills and Experience

Bachelor’s degree in Human Resource Management, Business Administration, or related field.

At least 5–8 years’ HR experience in an NGO or corporate setting.

Strong knowledge of Ugandan labor laws and HR best practices.

Excellent interpersonal, communication, and conflict resolution skills.

Proficiency in HRIS systems and MS Office tools.

Integrity and confidentiality in handling sensitive information.

Strong organizational and multitasking skills.

Ability to work collaboratively across departments.

Problem-solving and decision-making ability.

Commitment to fostering inclusivity and accountability.
