Job Summary

UNHCR is partnering with Farm Africa, Tree Aid and ICRAF, to implement a large-scale clean cooking and reforestation project in Uganda and Rwanda under the Refugee Environmental Protection Fund, in Kyangwali Refugee Settlement in Uganda and Kigeme Refugee Settlement in Rwanda.

Key Duties and Responsibilities

Project, risk and partnership management

Lead overall project implementation, planning, budgeting, and reporting.

Ensure delivery of reforestation, clean cooking, livelihood, and carbon finance activities.

Monitor project performance against workplans, budgets, and KPIs.

Ensure that project activities are implemented and outputs achieved as planned and within contractual budget and timelines.

Lead quarterly programme progress review sessions with consortium partners, collaborating partners and other key staff.

Proactively identify and monitor any risks to non-delivery and, where required, develop and implement action plans to address issues identified.

Work closely with Farm Africa’s regional technical and support teams, ensuring compliance in programme delivery in line with contractual agreements.

Convene consortium meetings and provide minutes and action plans arising from such meetings.

Maintain relationship among the consortium partners as well as mediating conflicts as and when they arise.

Technical Oversight

Coordinate landscape restoration, agroforestry, and clean cooking interventions.

Oversee implementation of carbon project requirements and certification processes.

Ensure quality assurance and compliance with Verra, Gold Standard, and donor standards.

Support green employment opportunities (nursery management, planting, stove assembly, monitoring).

Ensure the methodologies for each activity are clearly understood by the project team and by all stakeholders and delivered according to project approaches.

Financial management and governance

Act as the project budget holder, closely monitoring project expenditure, ensuring that requests for variances are requested from, and approved by, the donor ahead of time.

Work with the Finance & Administration Manager (FAM) for Uganda to regularly forecast budgets in line with any changes in implementation plans.

Implement project financial controls, ensuring compliance with Farm Africa finance procedures and UNHCR requirements.

Review budget monitoring reports and provide timely explanations and corrective actions for any significant variances.

Ensure that all procurement of goods and services is carried out in compliance with Farm Africa procedures and UNHCR requirements.

Work with FAM to monitor financial risks, developing and implementing mitigation actions as needed.

Monitoring, Reporting & Learning

Develop and implement a Monitoring & Learning Plan (MLP) for the project.

Supervise MRV systems and data management.

Regularly review and refresh the project’s log-frame and data collection plans.

Monitor progress against all indicators – reporting on progress and highlighting any concerns to the CR on a quarterly basis.

Produce and timely submit high quality evidence based narrative and financial reports.

Lead the project’s annual self-assessment process (PPR) ensuring that necessary evidence is collected, and all staff are actively inputting into the process.

Ensure that the project is regularly conducting beneficiary surveys, collecting other data through relevant sources, developing case studies and collating photos.

Lead adaptive management and learning processes.

Leadership and management of project team

Lead on the recruitment of new staff to the project team.

Manage project staff, consultants, and service providers.

Provide leadership to all project staff building values-based team working and individual staff skills relevant to the project.

Regularly provide both informal and formal coaching and feedback to all project staff.

Hold in-person supervision sessions with all line-managed staff at least once per month and carry out in-person annual appraisals with all line-managed staff.

Stakeholder Engagement

Work closely with the UNHCR REP fund representatives and ICRAF to maintain strong relationships with all government ministries and agencies in both Uganda and Rwanda and ensure compliance with all government regulations.

Represent the project in the REP Fund Steering Committee meetings and any other meeting called by the UNHCR or government agencies.

Overall, act as the main liaison with government agencies, UNHCR, consortium partners, private sector actors, and community institutions.

Facilitate community participation, benefit-sharing, and safeguard mechanisms.

Strengthen partnerships and local ownership, closely engaging with local government and community leadership structures.

Support organisation of external events, forums and conferences to share project lessons and experiences.

Support Farm Africa and Tree Aid senior leadership in the management of investors’ and buyers’ relationships.

Playing a Play an active role as a member of the Farm Africa Country team

Contribute to the development and implementation of Farm Africa’s strategy.

Identify and explore opportunities to grow and expand the country project pipeline, both in relation to the current project or related to new project opportunities.

Work with the MEL team, the Programme Support and the Programme Funding Teams to generate and share valuable cross-organisational learning and support the preparation of funding proposals where requested, ensuring that any lessons learned during implementation are documented and built into future project design.

Participate in country-level or pan-Farm Africa programme meetings with other project coordinators, as reasonably requested

Qualifications, Skills and Experience

Master’s degree in forestry, Natural Resource Management, Environmental Science, Climate Change, Agriculture, Development Studies, or related field.

Demonstrable understanding of refugee context in Uganda and Rwanda

Good understanding of impactful models on restoration, clean cooking and carbon market development

Minimum 8 years of experience managing large donor-funded environmental or climate projects in East Africa

Experience in managing consortiums

Proven experience in carbon markets, forestry/restoration, clean cooking, or climate finance projects.

Experience working with NGOs, government agencies, and development partners.

Strategic leadership

Strong project management, leadership, budgeting, and stakeholder engagement skills
