Job Summary
The Communications Officer makes a critical contribution to the emergency response by designing and executing RCCE campaigns that have the potential to change mindsets and build trust.
The job holder must bring significant technical expertise in crisis communication, social listening, and the development of innovative, inclusive messaging. Fully understand the response goals and have a good understanding of influencing agendas.
Identify and segment highly vulnerable audiences producing culturally and age-appropriate content.
Design accessible materials (including pictorial formats and sign language) that guarantee barrier-free information delivery for persons with disabilities.
Demonstrate highly effective influencing skills to engage traditional leaders and religious institutions.
The position is not responsible for managing a budget but can influence the development the Influencing & Communications component of project budgets

Key Duties and Responsibilities
KRA 1: Project Planning
Support the development of emergency RCCE Plans and community feedback mechanisms
Ensure a good understanding of the epidemiological operating environment and the specific behaviours required.
Conduct participatory risk mapping and social listening to track rumours, community perceptions, and misinformation.
Support the development of detailed RCCE implementation plans.
Collaborate with the MERL team to analyse community feedback and use this evidence for adaptive programming and targeted messaging.
KRA 2: Materials Development & Accessible Communication
Coordinate the design, development and roll out of RCCE materials
Ensure a good understanding of Global Plan International Branding Guidelines and ensure compliance with donor visibility requirements.
Design, pre-test, and roll out targeted RCCE printed materials (flyers, posters) in local dialects and varying literacy levels, ensuring they are disability-inclusive.
Support field teams in integrating documentation and communication to effectively capture lessons learned and success stories from the response.
Supervise the work of suppliers/3rd parties to support in research, interviewing, and editing content for electronic and print communication.
KRA 3: Outreach, Events & Strategic Partnerships
Implement stakeholder engagement strategies to increase awareness and combat stigma
Develop and enhance strong equitable partnerships with community groups.
Strengthen promotion by engaging local media and radio stations.
Take part in planning public events, community dialogues, and school.
Represent Plan International in sub-national RCCE Coordination structures.
KRA 4: Ensuring Impactful Implementation
Support the roll-out of RCCE plans; continuously monitoring effectiveness and analysing learning
Take responsibility for the delivery of the RCCE portfolio, which includes radio broadcasts, infographics, rumour tracking reports, and social media engagement.
Support the project team in managing scheduled content releases, ensuring high quality and timely delivery during the rapid implementation.
Participate in promoting the project’s visibility on existing Plan International Platforms and approved social media sites.
KRA 5: Team Collaboration & Capacity Building
Collaborate in a trusted, effective way with colleagues across PIU
Successfully procure and manage communications contractors and freelancers, following procurement procedures
Organise and coordinate colleagues (and consultants) engaged in events management or content creation projects; lead the team towards high standards of performance through clear roles & responsibilities and provision of appropriate support
Participate in the Influencing & Communications team’s capacity building initiatives for staff and partners by providing expert training facilitation, coaching and guidance
Foster an inclusive environment by implementation of policies and ways-of-working that provide for diversity and equal opportunities and utilisation of a leadership style that will drive employee engagement, in line with PIU’s Staff Engagement and Communication Approach
Take responsibility for managing the finances associated with events or content development projects; at all times following PIU’s financial procedures and working to optimise value for money
KRA 6: Safeguarding, Gender Equality & Inclusion
Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Qualifications, Skills and Experience
Bachelor’s degree required with preference in mass communications, journalism, public health communication, behavioural change communication, multimedia, or related fields
At least 4 years’ experience in similar role, preferably with experience in humanitarian emergencies.
MUST be proficient in Graphics Design and Multimedia production using the Adobe Creative Suite
